Managing Partner
Mr. Ouverson’s practice includes commercial and residential real estate, corporate, probate and related general practice matters. As part of his real estate practice, he represents lenders and developers in connection with the acquisition, financing, development and sale of commercial projects, condominium complexes and residential subdivisions. His experience in these areas include creating horizontal property regimes, handling securitized loans on large apartment complexes and other transactional matters.
As part of his general practice, he handles probate matters, estate planning, corporate structuring and condominium associations.

Senior Partner and founding member
Frederick C. Parsons, III, is the Senior Partner and founding member of Parsons, Ouverson, Stark, Guest & Neill, PA, where he practices in the areas of Construction Defect Litigation, General Civil Litigation, Real Estate, General Corporate Law, and is a certified civil court Mediator and Arbitrator.
A member of the South Carolina Bar, Mr. Parsons is also admitted to practice before the U.S. District Court of South Carolina.
The primary emphasis of Mr. Parsons' practice for the last 17 years has been in the area of construction defect related litigation. Mr. Parsons has extensive experience in mediation and has conducted or participated in numerous Mediations since his certification in 1993. Mr. Parsons is also a member of the Horry County Bar Association and has served as a Vice President and President of the Horry County Bar in the past.
In 1966, Mr. Parsons earned a Bachelors of Science degree at the University of South Carolina and upon graduation in June 1966 received a commission as an Ensign in the United States Navy. Mr. Parsons served in the United States Navy as a Naval Flight officer until 1974 obtaining the rank of Lieutenant Commander. Mr. Parsons served as a Naval Flight officer in the F4 Phantom Fighter aircraft aboard aircraft carriers during his service in the Navy including one combat tour in Vietnam aboard the USS America in 1968.
Upon his resignation from the Navy, Mr. Parsons attended Law School at the South Carolina School of Law and attained a Juris Doctorate in 1976. He has practiced law continuously since admission to the Bar in May of 1977 in Horry County, South Carolina.

Martin Linder Stark is a partner of Parsons, Ouverson, Stark, Guest & Neill, P.A. where he practices in the areas of personal injury and wrongful death, Social Security disability, workers compensation, real estate and real estate litigation. A member of the South Carolina Bar, Mr. Stark is admitted to practice before the U.S. District Court, District of South Carolina. April Arrasate
Associate
April Arrasate is an Associate of Parsons, Ouverson, Stark and Guest where she practices primarily in the areas of criminal defense, domestic relations, civil litigation and real estate.
A member of both the South Carolina Bar and the Connecticut Bar, Ms. Arrasate graduated Magna Cum Laude from the Thomas Jefferson School of Law in San Diego, California, where she served as articles editor for the school’s Law Review. She earned her undergraduate degree in BioChemistry from Suffolk University in Boston, Massachussettes. Prior to enrolling in law school, she utilized her Bachelor of Science working with a microbiology lab at Harvard Medical School. Ms. Arrasate has also earned Spanish Language certifications from the University of Malaga, Spain.

Thomas D. Guest, Jr.

Thomas D. “Val” Guest, Jr. is a partner of Parsons, Ouverson, Stark, Guest & Neill, P.A. where he practices in the areas of criminal defense, domestic relations, civil litigation, construction defect, real estate, and is a certified civil court and domestic relations mediator.
A member of the South Carolina Bar, Mr. Guest was admitted to practice before the 4th U.S. Circuit Court of Appeals and the U.S. District Court of South Carolina. Mr. Guest is a former law clerk for the Honorable John H. Waller, Jr. and former prosecutor for the Fifteenth Judicial Circuit of S.C., which includes Horry and Georgetown counties. Mr. Guest has extensive experience in counseling clients on criminal, domestic, and civil issues. He has been actively litigating cases since 1990. Mr. Guest is a certified mediator in both civil and domestic relations. He is a member of the American Bar Association and the Horry County Bar Association, which he is past president.
In 1989, Mr. Guest earned a Juris Doctor from the University of South Carolina School of Law where he served on student counsel. He earned a Bachelor of Science and Business Administration from the Citadel in 1982.
